Steimel) )〕 in Pocahontas in Randolph County in northeastern Arkansas. He was educated as a journalist at Arkansas State University in Jonesboro. In 1951, he joined the staff in Baton Rouge of the nonpartisan think-tank, the Public Affairs Research Council, which has proposed various "good government" reforms over many decades within Louisiana.
